State Cosmetology Board Sees Rise in Consumer Complaints

West Virginia's state cosmetology licensing board reports a modest increase in consumer complaints filed this year, with service quality disputes and pricing disagreements topping the list of issues raised. Board officials say the increase likely reflects both growing consumer awareness of the complaint process and a genuine rise in disputes, though they caution that complaint volume alone doesn't necessarily indicate declining industry standards overall.
"More people know they can file a complaint than probably did five years ago," said a board official who reviews consumer submissions. "That alone can move the numbers up without meaning the underlying industry has gotten worse."
Most Complaints Resolved Informally
The board says the large majority of complaints are resolved through informal mediation between the customer and business rather than through formal licensing action, which is generally reserved for more serious sanitation or licensing violations. Officials encourage consumers to first attempt to resolve disputes directly with a business before filing a formal complaint, noting that many pricing and service quality disagreements can be settled without board involvement.
Board officials say they are exploring updated public guidance to help consumers understand what qualifies as a formal complaint versus a customer service dispute better handled directly with a business owner, an effort they hope will streamline the complaint process for genuinely serious issues.
