Small Business Lending Ticks Up Across West Virginia

Small business loan volume across West Virginia rose modestly over the past year, according to data compiled by a coalition of state economic development and lending organizations, a trend officials describe as encouraging but uneven across the state. Urban counties and areas near interstate corridors saw the strongest growth in lending activity, while several rural counties saw loan volume remain flat or decline slightly.

"Access to capital is still the biggest barrier we hear about from small business owners outside the main population centers," said one lending program administrator who works with rural entrepreneurs. "It's not that the demand isn't there. It's that the banking infrastructure to serve it isn't always there either."

Community Lenders Fill Gaps

Community development financial institutions and regional credit unions have taken on a larger share of small business lending in underserved counties, according to the report, often stepping in where traditional bank branches have closed or consolidated. Several of these lenders have expanded microloan programs aimed specifically at very small businesses that don't qualify for conventional bank financing.

State economic development officials say they view small business lending access as a persistent structural issue rather than a short-term problem, and expect continued investment in community lending capacity to remain a priority regardless of broader economic conditions.
