South Charleston Neighborhood Group Pushes Housing Revitalization Effort

A neighborhood association in South Charleston has spent the past year working with city officials on a plan to rehabilitate vacant and deteriorating houses rather than demolish them, an approach organizers say preserves the neighborhood's housing stock while addressing safety and blight concerns. The effort has focused on a several-block area with a mix of owner-occupied homes and long-vacant properties.

"Demolition is faster, but it also just leaves an empty lot," said one neighborhood association organizer. "We wanted to try something that actually adds housing back to the market instead of subtracting it."

Matching Buyers to Properties

The program works by identifying vacant properties with clear title, coordinating basic stabilization repairs, and then marketing the homes to prospective owner-occupants, often at below-market prices in exchange for a commitment to complete renovations within a set timeframe. City officials say the approach has produced slower but more durable results than demolition-focused blight programs used in the past.

Organizers say they hope to expand the program to additional blocks if funding allows, though they acknowledge that identifying properties with clear ownership records remains one of the most time-consuming parts of the process.
